The Panel includes two senior planning officers from Baulkham Hills Shire Council and three nominees representing members of Norwest Association Limited. The Panel meets fortnightly to discuss current submissions with the architects, engineers, owners and other consultants wishing to seek feedback and expedite the process of approval.

Very innovative variation of the statutory process of development approval

The pre-approval process is far more than a clever marketing tool.

The Norwest pre-approval process can be used by development teams to reduce project delivery time by several months.  The highly specialised building designed by Woodhouse Architects and constructed by Civil & Civic for Cathay Pacific Airways used the Norwest process to achieve an extraordinary outcome - a virtually simultaneous consent to the Development Approval and Building Approval for the project.

The time-line diagram shows the potential for substantial time savings. The Cathay development team met with the Panel before building design commenced.  From that point onwards, the Panel and specific Council officers were consulted as the design was developed. The consultant team were then able to progressively meet Council’s requirements as the design was developed. Special delegated authority available to Council’s officers for the Norwest process makes this possible.

A key element in the Cathay outcome was an instruction by the client to all members of its development team that they were to make the fullest possible use of this special consultative process. Many subsequent development projects at the Park have followed this highly successful procedure.
